We can conclude that at least some of John’s reports are not accurate. But we cannot conclude that some reports are accurate. Perhaps none of John’s reports are accurate. “None” certainly fits within the definition of “not all”.

The same reasoning applies to “Not all of the employees have received new identification cards” means that at least some of them have received new cards.
